New Delhi announcing a public tender. India is announce a public tender to assist
its indigenous defense industry in building the country’s fourth aircraft carrier, with
a Russian super carrier design as the front-runner, The news that New Delhi will shortly be announcing
a procurement tender for a heavy nuclear-powered aircraft carrier, 300 meters long and 70 meters
wide and displacing 65,000 tons, was first reported by the French defense industry bulletin
TTU at the beginning of March. According to newspaper, the Krylovsky State
Research Center (KRSC), a Russian shipbuilding research and development institute, will be
offering its super carrier design called Project 23000E (Storm) to the Indian Navy, which plans
to induct the new vessel in the late 2020s. This new super carrier will purportedly feature
significant design changes from the lead vessel in its class, the INS Vishal, including possible
nuclear propulsion and Catapult Assisted Take-Off But Arrested Recovery (CATOBAR) and Electromagnetic
Aircraft Launch Systems (EMALS). In the summer of 2015, Russia, France, the
United Kingdom, and the United States received requests for “technical and costing proposals”
regarding the design of India’s 4th new aircraft carrier. According to Indian defense officials, the
two top contenders are Russia and France, given that India operates aircraft from both
countries. As I reported previously (See: “India to
Consider French Fighter Jets For Navy’s Newest Aircraft Carrier”), representatives
of French aircraft maker Dassault Aviation pitched the naval version of the Dassault
Rafale twin-engine, fourth + generation multirole fighter to the Indian Navy in late January. Izvestia claims that Russia is currently the
top contender. “The Russian design dovetails with Indian
Prime Minister Narendra Modi’s concept ‘Make in India,’” according to a Russian naval
analyst quoted in the newspaper. “At present, only Moscow is ready to share
with New Delhi both weapons and other systems, on the one hand, and their development and
manufacturing technologies, on the other.” Russia’s new super carrier design was first
revealed in May 2016. “The Project 23000E multipurpose aircraft
carrier is designed to conduct operations in remote oceanic areas, engage land-based
and sea-borne enemy targets, ensure the operational stability of naval forces, protect landing
troops, and provide the anti-aircraft defense,” .
The super carrier design has a displacement of 100,000 tons, is 330 meters long, 40 meters
wide, and has a draft of 11 meters. Powered by either conventional or a nuclear
propulsion, the ship can remain at sea for 120 days and sail up to 30 knots (around 55
kilometers per hour), according to information supplied by Newspaper. It can accommodate a crew of up to 5,000 and
can carry 80-90 deck-based aircraft. The likelihood that Russia’s super carrier
project will become a reality and move beyond the conceptual state is slim. For starters, Russia has never built an aircraft
carrier. All Soviet carriers were constructed in Ukraine. Russia’s shipbuilding industry currently
lacks the capacity to build a super carrier and does not even have a large enough dry
dock to accommodate a vessel the size of the storm. Russia, however, has overhauled and modernized
a Kiev-class carrier-cruiser, renamed INS Vikramaditya, for the Indian Navy from 2004-2013
and gained valuable insights into carrier building techniques through that process. This expertise can now prove to be an asset
in helping sway Indian opinion. Consequently, even if the Project 23000E Storm
proposal may ultimately prove not to be implementable, Russia is still a serious contender in the

This is so Absurd it's Funny.  India is way too smart for anyone to believe it.   They would actually consider buying a Super Carrier from a County that has never built anything near this size and they bought  a failed Cruiser Class carrier from a series that Russia sold as scrap more than they ever finished,  Now who else ever used Cruiser carriers and what Did they do in their careers?  Japan did and used the as bait for Fleet carriers at Leyte Gulf.  All sunk and did not make any contribution to their war efforts but expense to operate.  They were sunk kinda Closer to India though!   And Russia never could make a working Steam Catapult  launch system so now they think the can do a Electro magnetic one like the USA has now with absolutely no experience in that technology?Does India for one second want to be a test customer for a first effort of a Technology they have never done before?.Oh and do explain why they have the deck laid out exactly like a US Carrier and covered with US aircraft?  So who buys that BS?  Are they planning to steal a US Carrier and copy it and all of it's aircraft then sell it?   Russia has fewer carriers than India now.  India should build their own and forget Russia in this project and sell them to RussiaThey would be better than any Russian experiment using  India's funding,    they would be built half assed and with engineers way out if their experience,  Late, practically open ended cost with no restrictions.  And with Russian Corruption, they will never be able to control or track cost.India is way too smart for being conned into this crap. France can't even build full sized carrier in this class.  they have only built 2 after buying 5 from the USA and Briton.  One they sold ! So why would India with 3 carriers buy from a new builder with no experience and Multiple failures with carriers half this size and what … 4 sold as scrap? Ever make such a poor decision.  Hell get the Japanese to build one.  They have more experience that Russia or France.  OR get the USA or Briton  to be a partner for a India designed one working with them for their own ship,  then they will get a usable product.   DO they realize Russia has never built a Carrier? Ukraine did it for Russia. Now that Russia has invaded Ukraine their industries are destroyed if Russia expect to operate them. how many of their Engineers survived and how many are left now? How many fled to save their Families?Ukraine  Created things and finished them.  Russia Copies and steals thing they can't support themselves very well.India needs to be independent of Russia asap before they collapse again and cannot be of any assistance in the Future. they don't need to bet the farm on Russia for a bigger carrier than they have never built before, but failed when they tried.  India saw them Fail on the PAK-FA, How can they trust them on the Biggest naval purchase ever.Oh and Russia has no Nuclear Carriers and The Cruisers were not Russian Built.  They don't even know how to repair their engines now.  The one left is a floating  Industrial Accident at any moment As the captain reported.     Russian lacks experience in doing so and given the past history in supply of parts & components with delay of Russian Air craft carrier price
    revision. India should build its
    own Nuclear powered Air Craft Carrier's of 100,000dwt. on It's own of Nimitz/Ford class and
    stop the habit of importing.
    India can surely build it's own make in India Nuclearpowered 100'000dwt Air Craft Carrier's
    in Indian shipyards.

  15. Indian Scientists and Engineers are second to none in the World, which fact has been proved beyond any shadow of doubt over and over again! Our Space Programme is the best in the World, and cost effective too, despite the fact that Russia, under pressure from US (in early 1990s), backed out of a deal to supply cryogenic engines. It was a blessing in disguise that our scientists took up the challenge and developed cryogenic engine indigenously, and the results are there for everyone to see! Then come to the Missions to Moon & Mars, among a score of other successes in the space! Adverting to Management, take a look at the baffling number of Indians who head a battery of multi-nationals companies! We don't need technology from UK or USA, as we are capable of developing cutting-edge technology ourselves – be it Aircraft Carriers or Sub-marines!!

  19. So called "Storm" have very stupid design : from 3 starting-to-fly positions only 1 (!) will be operationable when any jet landing. Compare it to old Nimitz-class carriers (from 1980). Muhahahaha…..

  20. Aircraft carriers are sitting ducks that can be sunk easily in this missile age. Nevertheless, India needs in all four carriers, one each for the eastern fleets one for the IOR and of course one will,always undergo refitting. Four carriers means it will tie up a large number of carrier groups trying to protect the carriers. Furthermore, in the next 10years India has to create Indian Ocean fleet with fleet headquarters in Cochin or Trivandrum or in Tamil Nadu.

  21. Super Carrier of 65,000 tons? That's a little more than half the size of an American real Super Carrier of 110,000 tons. Why would they call that a Super Carrier. The US can handle up to 120 aircraft on their Carriers, these can't even hold half that and not a chance they can handle 80! The only country that knows how to build big carriers is the US, which has built over 80 big carriers over the years along with some 35 helicopter carriers which are the size of these so called Super Carriers India wants. The US has more knowledge of how to make a Carrier work, running it's nuclear powerplants and keeping its 4500 sailors happy!

  22. With all the shanty towns and cardboard cities in India maybe you should be thinking more about your people than your weapons. India has by far the largest amount of people that live in poverty, no other country comes close. To go along with the poverty is the worse infrastructure in the world, no roads, water and power in only big cities, horrible bridges a frightening railroad system with some of the worse air filled with thick pollution. India also has the most homeless children without familys. How about getting your world class engineers and scientists to fix that problem.
